Data Center Expansion in Malaysia Spurs Job Growth, Raises Utility Concerns

As Malaysia witnesses a surge in data-centre and cloud-computing investments, the country’s landscape is rapidly transforming to accommodate the growing demand for artificial intelligence, cloud services, and digital applications. This growth is paving the way for numerous opportunities for local businesses and the workforce, while simultaneously exerting pressure on existing infrastructure such as electricity and water supplies.

In the first half of 2026 alone, Malaysia approved RM95.8 billion worth of investments in data-centre and cloud-computing projects, representing almost 44% of the nation’s total approved investments during that time frame. Johor and the Klang Valley are emerging as prime locations for these new facilities. With the sector expanding, there is a heightened demand for professionals in various fields including data science, engineering, cybersecurity, and telecommunications, as well as construction and facility management. This trend is also creating significant opportunities for Malaysian companies involved in construction, engineering, and electrical services.

The operation of data centres, which run around the clock, leads to substantial electricity consumption, particularly for powering servers and cooling systems. By December 2025, the electricity demand from data centres in Peninsular Malaysia reached 849 megawatts, with projections estimating an increase to 4,811 megawatts by 2030. To address this, the government is planning to expand power-generation capacity by up to 9,600 megawatts between 2028 and 2031. Additionally, authorities are assessing electricity-use projections submitted by proposed data centres to ensure infrastructure investments are necessary and additional costs are managed effectively.

Water use is another critical factor, as data centres significantly consume water for their cooling systems. To promote sustainability, operators are being encouraged to use reclaimed and alternative water sources rather than relying solely on treated drinking water. Johor has initiated plans to supply up to 12 million litres of reclaimed water daily for cooling purposes, and similar initiatives are underway in the Klang Valley. The government has also mandated that new data-centre projects must demonstrate sufficient power and water supplies and adhere to energy-efficiency standards. This includes meeting specified Power Usage Effectiveness (PUE) targets, set at 1.6 for colocation facilities and 1.4 for hyperscale operators.

This expansion of Malaysia’s data-centre industry is expected to bring notable economic and employment benefits. However, authorities are increasingly focused on ensuring this growth is managed sustainably, without placing undue stress on the country’s electricity and water resources.
